Understanding Self-Driving Cars: Educational Tools for Automation
Funded by the Mineta Center for Equitable and Efficient Transportation (MCE²ST)
This project developed multimedia educational materials—zines, comics, and short-form videos—to demystify autonomous vehicles (AVs) for the general public. Emphasizing accessibility and youth engagement, the project created toolkits to foster public understanding of self-driving technology, its risks, and opportunities. INTNCITY led the creative design, distribution strategy, and curriculum integration to ensure wide adoption by educators and civic institutions.

Gaps and Opportunities in Accessibility Policy for Autonomous Vehicles
A policy and engineering focused analysis funded by the Mineta Transportation Institute
This report examined how current regulations and policies fall short in addressing the needs of people with disabilities in an AV-enabled future. The consulting work identified legal and infrastructural gaps, proposed inclusive design standards, and offered actionable policy recommendations for federal, state, and local governments. Through INTNCITY, Dr. Riggs facilitated city stakeholder workshops, authored scenario-based planning tools, and co-developed implementation guides for municipalities preparing for an automated future.

Re-Street App Development & Evaluation of Streets for Automated Vehicles
The ReStreet App is an interactive design tool that empowers communities to shape the future of their streets. Developed in collaboration with the Digital Cities Lab, INTNCITY helped deploy the app in pilot projects to visualize, simulate, and co-design street layouts that balance AV-readiness with pedestrian safety, multimodal access, and community priorities. The app enables users—planners, residents, and city staff—to digitally “redesign” their streetscapes and instantly visualize trade-offs. This participatory tool was featured in an international academic conference and continues to be used in workshops across the U.S. and Europe.

Microtransit AV Deployments
INTNCITY is currently supporting a major evaluation of a public-private microtransit partnership operating across multiple regions in North America and Europe. This work includes a deep dive into key performance metrics such as farebox recovery, ridership trends, and service equity. Leveraging both traditional evaluation methods and machine learning models, the project examines service design factors—vehicle types, dynamic routing, trip pooling, and accessibility features—to understand what makes microtransit scalable and sustainable. Special attention is given to underserved market segments and organizational barriers that can affect long-term viability. The project provides cities and operators with an evidence-based framework for smarter investment in demand-responsive transport.

Mobility Expert Witness Services
INTNCITY has provided expert witness services in high-stakes litigation involving new mobility providers. Dr. Riggs led the analysis of multimodal transportation data across several metropolitan markets to develop expert reports that contextualize ridehailing, micromobility, and AV performance. His work has focused on strategic service design elements—such as pricing, vehicle allocation, and labor structures—that shaped the competitiveness of these services. INTNCITY supported deposition preparation, courtroom testimony, and cross-disciplinary coordination between legal teams, economists, and technologists, ensuring the findings were defensible and grounded in real-world mobility systems.
